Mestre em Economia pela York University, Toronto, Canadá, onde cursou o doutorado em Pensamento Social e Político. Estudou engenharia naval na Escola Politécnica da USP. Trabalha na área de desenvolvimento humano desde o início dos anos 1970. Co-fundador da APC (1990). Coordenador do projeto Internet da Eco '92 com a APC e a ONU. Membro do Grupo de Trabalho da ONU sobre Governança da Internet (WGIG) - 2004-2005. Conselheiro especial, UN Internet Governance Forum (IGF), 2007. Membro do Multistakeholder Advisory Group (MAG) do IGF (2019-2021). Membro do Grupo de Peritos da UNCTAD em TIC e Alívio da Pobreza (2009-2011). Membro do Grupo de Trabalho sobre Cooperação Aprimorada da UNCSTD (WGEC, 2013-2018). Co-fundador e membro do conselho do Comitê Gestor da Internet no Brasil (CGI.br, 1995-1997 e 2003-2017). Cofundador e presidente do capítulo brasileiro da Internet Society (2012-2017). Diretor Executivo do Instituto Nupef, Rio de Janeiro. Induzido ao Hall da Fama da Internet em 2021.

Studied naval engineering at the Polytechnic School of the University of São Paulo. Has been working in the area of human development since the early 1970s. Co-founder of APC (1990). Coordinator of the Eco '92 Internet project with APC and the UN. Member of the UN Working Group on Internet Governance (WGIG) - 2004-2005. Special Advisor, UN Internet Governance Forum (IGF), 2007. Member of the IGF's Multistakeholder Advisory Group (MAG) (2019-2021). Member of the UNCTAD Expert Group on ICT and Poverty Alleviation (2009-2011). Member of the UNCSTD Working Group on Enhanced Cooperation (WGEC, 2013-2018). Co-founder and board member of the Internet Steering Committee in Brazil (CGI.br, 1995-1997 and 2003-2017). Co-founder and president of the Brazilian chapter of the Internet Society (2012-2017). Executive Director of Instituto Nupef, Rio de Janeiro. Inducted into the Internet Hall of Fame in 2021.
